           Texans

                Essontiafly, it is your position that {AEA faled to provide a
           fair competitive evaluation of propoal and improperly nolected for
           award 4,e .proposal of Alpha Bi3ding torporation. Fbr the reasons
           ntated oelow we must deny your protest.

                Thin procurement covered minor construction and alteration
           services (lon than $10,000 for each job order) for JSC facilties
           and for those occupied by JaW at ELLngton Air oree Bae, The
           acofolif' thi construction activity covered by the ntatnenL of work
           requirt4 a broad variety of skillis and would be affected by the rate
           and natu-e ot the task order flow# Accordingly, the reuponsibilitios
           of the contractor exmtended beyond a conveLtional castruction effort
           in that it was necessary to plan,s chedule., coordinate and mnuage
           the flo of tanks without loss of time and eff dieny.

                The M1F advised prospective ofterors that the Goverment vu
           particularly iuterested in unique and inova'ive approaches to the
           efficient performance of the services. The type of contract prom
