              We have received a letter dated October 29, 1973, from le, lHarcus 1t.
         Pugh, Authorized Cartifyin:; Officer, Chtef, Fiscal Policiei and Procedures
         Branth, United States Environmental Protection ency (EPA), askinq whether
         appropriated funds of EPA are available for the payment of vembmrship fees
         for euployeas In professional organizations when, it in alleged, the bene-
         fits of the tenbership accrue not to the individual-but to the organization
         an £awhole,

              We must point out that the statutory authority under which thin Office
         =ay render a decision to a cartify~n,. officer (section 3 of the Act of
         Docember 29, 1941, 55 Stat. 876, 31 U.S.C. 62d) limits us to instances
         inxrvolvin. a.questioa of law with resnect to payment on a specific voucner
         presented to him for certification prior to paynent of the voucher.  The
         voucher must also accompany the submission to this Offico.   (See 21 Corp.
         Gen, 1128 (1942); 52 id. 83 (1972)).

              In the instant case, no voucher accompanied the request for a decision
         and the question is presented in general terms. Normally wo would not
         render a docision under such civcum-itnnces. flo.ever, it appears from the
         letter that some vouchers previously disapproved by the Financial Ianagt-
         mat Division, EPA, may have been presented again with a requast for
         reconsideration. In an7 event, the question seoma likely to recur ngain.
         Accordingly, we have elected to tzcat the reaueot for an opinion as thoujh
         it had boon submitted by you, and are responding under the broad authority
         of auction 8 of the Act of July 31, 1B94, 28 Stat. 207, 208 as cmended,
         31 U.S.C. 74, under which we may provide decisions to hnado of executive
         departments or other establishments on any question involving paymento
         which may be made by their agenclan.
