We rofer to your letter dated Harch 19, 1973, and th. subequ-n±
correspondence, protesting the award of a contract to the Narda Micro-
wave Corporation, under IFB 11fl039-73--0262, issued by the Navy
Electronic Systexs Command, Washington, D. C. (11AvELEX), on January 15,
1973.
The suebect IF] requested bids on a Brand fame or Equal basin for
Yixed Precision Coaxial Attenuator Sets, The purchase description set
forth salient characteristics of the brand name product# 11arda Micro-
wave Corporation's (Narda) Model 577'9. In this connection the IFD
included the nrand hne Or Equal clause which provided In pertinent
part as follows;
(a) (i) if the offeror proposes to tuvnoah &n e'quiti
