Dear r. Hunta

     I have your letter of November 10, 1944, as follows:

     There has been presented to me for certification a voucher
in the mount of W1841 submitted by Mr. J. T* HoLne-on, a amber
of the Board of bireotorso to reimburse him for expenses inourred
in giving a luncheon at bhe Roosevelt Hoelp New Orleans,
Louisiaa   September 10, 1943.
     *The Lvcheon was attended by sight persons including Mr.
Howingtons of whom fiye were employees of the Smaller lar Plants
Corporation, two oe employed by the Maritime Cmmisasions and one
a meber of the United States Congrese. Xrt. Hlawizgton and two of
the guests have been paid the per diem allowance in 1ei of subsisterce
expenses for September 10, 1943, by the baller War Plants Corporation.
The pay status as to subsistence allouwe for the remaiinug guests
is not h nova.

     In reply to an inquiry by the 5maller 'Aar Plants Corporation,
dated June 91 1943, in which your office was requeated to rule on
the peraissibility of paying trcm Adainistrative Expenses expenses
incurred in holding informal luncheon meetings in various industrial
cities in an effort to influenoe prime contractors to distribute
business to sa.ll business through subcontracting, your office stated,
in  e ision No. B350b2, dated July 28, 1943, that 4.... if it be
adednistratively determined by the Board of f)irectors that the expendi-
tures referred to in your submission are essential to carry out---
effectively the authorized functions of the Corporation this office
will interpose no objection to the use Sor that purpoe of funds avail-
able to the Corporation for its administrative expenses.'

     Your deaision is requested a9 to whether a luncheon zeeting of
Goverment employees aiy be considered in the same category with a
luncheon meeting with contractors and aaufacturers under the
provisions of the Act wreating the Smaller ar Plants Corporation
and the appropriation of Lunas for its operation and the expenses
incurred thereby properly payable from funds available for the
administrative expenses -of the Corporation.
