The President's first special message for Fiscal Year 1977, dated July 29, 1976, prcposed the rescission of a portion of the sums the Congress had appropriated for the Legal Services Corporation. Specifically, the President recommended that $45 million of the $125 million Fiscal Year 1977 appropriation he rescinded. Congress did not act favorably on this rescission proposal within the prescribed 45-day period and the $45 million had to be made available for obligation on October 1, 1976.
