Alcohol Abuse Is More


Prevalent In The Military

Than Drug Abuse

Actions are needed to improve the Depart-
ment of Defense's management of its drug
and alcohol programs. This report should help
the Congress assess the adequacy and effec-
tiveness of the military's efforts to reduce
drug and alcohol abuse.

Defense has made progress in coping with the
drug and alcohol problems of military person-
nel. Problems persist, however, which require
additional action.

    --Defense has not sufficiently recognized
    the severity of its alcohol problem; too
    little is being done to correct it.

    --Defense's approach to the drug prob-
    lem is not as effective as possible.

    --Defense needs an information system
    to enable it to accurately gage, on a
    continuing basis, the size of its drug
    and alcohol problems and the effective-
    ness of its actions to correct them.
