The internal audit functicn needed strengtihering by (1) requiri ,g that the Oiternal audit staff repr t to the Chairmn, CAB, rather trian the Comptroller id (2) re- quiring the internal audit staff to establish a plan for systematic audit of its accounting system and re- lated financial mnage~nent activities. These matters were discusied wIth the Comptroller and merners of his staff at thE- conclusion of our review.
