No one has ever suggested that there is any such thing as a good prison. Indeed,
the problems of America's prisons-idleness, violence, inmate unemployment-are
so grave today that every serious effort to improve conditions merits commendation
and support. This volume represents one such effort.
The approaches and solutions offered by the authors of these commentaries are
significant not only for their specifics but also for their ability to stimulate public
interest and move us to a major effort to change our prisons. We need not and must
not suffer warehouses indefinitely.
Courts are not the primary forum for effective resolution of disputes over prison
conditions. The practical value of this volume, then, may lie in its ability to
encourage suggestions regarding improvements in the management of, and public
policies affecting, our prison systems. Perhaps even more important may be its
ability to foster suggestions about how to muster the necessary support of the
public.
