Everyone who writes on the topic of terrorism struggles at one time or
another with the problem of definition, with the character of conduct, of
purpose, of mortality, of ideology, of theater, of fear, of targets. Typologies
of terrorisms and of terrorists occupy much thought in this area. I leave to
the authors of the articles the task of marching our minds through the maze
of defining as well as describing terrorism, especially international
terrorism.
If there is a difference between a freedom fighter and a terrorist, that
difference should be explored. If terrorism can be analyzed by scholars
from a philosophical, social psychological, political, and strategic perspec-
tive, we want the benefit of the best thoughts and scholarship.
Linear space in our national press devoted to acts of terror and terrorism
seems to be increasing and may reflect the number of such acts around the
world. There is surely widespread conflict. Although not all conflict con-
tains acts of terrorism, terrorism has its genesis in conflict. Some of that
conflict exists within a given nation-state, some between nations. That
which lies within may generate terrorism from groups wishing to change
the state, to destabilize society; or, in contrast, from the state itself to subdue
challenges to authority.
International terrorism has many dimensions, not the least of which
includes purposeful attacks on civilians, including children. When a terror-
ist group in one country receives financial and other resources from outside
that country, internationalism is involved in the terror. When specific
persons of one nation are designated as targets by members of another
group outside that nation, then there are surely elements of international
terrorism. When the coffers of one state contribute to the resources of a
terrorist group in another state, terrorism leaps into the larger arena.
These articles were written for the 85th Annual Meeting of The
Academy, held at the Bellevue Stratford Hotel in Philadelphia, Pennsyl-
vania, 23-24 April 1982. A slight change was introduced this year in the
method of obtaining articles and speakers. Ordinarily, the President, func-
tioning as special editor, solicits specific topical articles from experts he
knows or with whom he has become acquainted in the field of the given
theme. This process was followed for the articles presented by Brian M.
Jenkins, Robert H. Kupperman, Austin T. Turk, Franco Ferracuti, and the
luncheon speaker, Charles P. Monroe. The other articles were selected from
a pool of those submitted as a result of a general call for articles sent to all
members and delegates. We have been encouraged by this latter process,
both by the quality of the articles and by complimentary remarks from
members and delegates who attended the meeting. We shall probably try
this procedure again.
Finally, comments as well as questions and answers from the floor of the
meetings, following the articles, have had to be edited for the sake of clarity
and limitation of space.
The fine articles given at this meeting are meant to stimulate discussion
and thought about the extent and character of these dimensions, and to
promote rational consideration of democratic responses to what appears to
