With this in mind, the purpose of the present volume is to give a broad picture of the demographic situation throughout the world, of the major problems raised by this situation, and of the population possibilities that lie ahead. It deals with the subject on both a regional and a topical basis, and aims not only to give factual information but also to provide a basis for interpreta- tion. Above all, it tries to convey an appreciation of the momentous shifts that are occurring in the growth, the distribution, and the composition of the world's popu- lation. Certain omissions may strike the eye. It may be wondered, for example, why no treatment of India is included. The reason lies in the fact that a previous issue of THE ANNALS (India Speaking-May 1944) contained three papers on India's population problems. Other regional omissions, such as the lack of a paper on the African Continent, are due to insufficient data. Finally, the fact that there is nothing on population quality in the traditional sense of that term is due both to lack of space and to lack of relevance. In the past quality has been taken to mean biological goodness or badness, a subject on which little scientific information is available aside from pathological cases. Concerning population quality in the sense of medical and social characteristics, however, there is considerable material in the present volume. Those who have contributed to the symposium represent a wide variety of fields, from biology and medicine to economics and sociology. In the present period of stress it has not been easy for them to make their contributions. With scarcely any exceptions they are busier now than in peacetime, and gratitude is due them for the extra effort they have made. Employed by a variety of agencies and institutions, and in varying capacities, the contributors are naturally expressing their own rather than official views. The articles accredited to the Office of Population Research, Princeton Univer- sity, are in part based on materials prepared for the Division of Geography and Cartography of the Department of State and for the Economic, Financial and Transit Department of the League of Nations, the latter with financial assistance from the Carnegie Corporation of New York and the Milbank Memorial Fund. However, none of these agencies is to be understood as approving the views ex- pressed in these articles. In all matters of fact or interpretation the authors alone are responsible. The special editor of the volume wishes to express his great appreciation to the contributors for their excellent co-operation.
