                       The amendment is as follows:
                       Strike out all after the enacting clause and insert in lieu thereof
                     the following:
                     SECTION 1. SHORT TITLE.
                     This Act may be cited as the Copyright Compulsory License Improvement Act.
                     SEC. 2. LIMITATIONS ON EXCLUSIVE RIGHTS; SECONDARY TRANSMISSIONS BY SATELLITE
                            CARRIERS WITHIN LOCAL MARKETS.
                      (a) IN GENERAL.-Chapter 1 of title 17, United States Code, is amended by adding
                      after section 121 the following new section:
