                      PROVIDING FOR THE CONSIDERATION OF H.R. 3150,
                               BANKRUPTCY REFORM ACT OF 1998

                                       submitted the following


                                            REPORT

                                        [To accompany H. Res. 462]
                     The Committee on Rules, having had under consideration House
                   Resolution 462, by a record vote of 9 to 4, report the same to the
                   House with the recommendation that the resolution be adopted.
                            BRIEF SUMMARY OF PROVISIONS OF RESOLUTION
                     The resolution provides for the consideration of H.R. 3150, the
                   Bankruptcy Reform Act of 1998 under a structured rule. The rule
                   provides one hour of general debate divided equally between the
                   chairman and ranking minority member of the Committee on the
                   Judiciary.
                     The rule waives section 303(a) of the Congressional Budget Act
                   (prohibiting consideration of legislation, as reported, providing new
                   budget authority, changes in revenues, or changes in the public
                   debt for a fiscal year until the budget resolution for that year has
                   been agreed to) against consideration of the bill.
                     The rule provides that the amendment in the nature of a sub-
                   stitute recommended by the Committee on the Judiciary now print-
                   ed in the bill be considered as an original bill for the purpose of
                   amendment. The rule provides that the committee amendment in
                   the nature of a substitute shall be considered by title and that each
                   title shall be considered as read. The rule waives all points of order
                   against the committee amendment in the nature of a substitute.
                     The rule provides that no amendment to the committee amend-
                   ment in the nature of a substitute shall be in order except those
                   printed in this report, which may be offered only in the order print-
                   ed in this report, may be offered only by a Member designated in
                   this report, shall be considered as read, shall be debatable for the
                   time specified in this report equally divided and controlled by the
                      59-008
