                                           [To accompany H.R. 1721]

                      The  Committee  on Energy  and  Commerce,  to whom   was referred
                    the bill (H.R. 1721) to direct the Secretary of Commerce to conduct
                    a study  on the  feasibility of manufacturing in the United  States
                    products for critical infrastructure sectors, and for other purposes,
                    having  considered  the  same,  reports favorably  thereon  without
                    amendment   and  recommends   that the bill do pass.
