Mr. SCHATZ, from the Committee on Indian Affairs,
submitted the following
REPORT

The Committee on Indian Affairs, to which was referred the bill
(S. 616), to amend the Leech Lake Band of Ojibwe Reservation Res-
toration Act to provide for the transfer of additional Federal land
to the Leech Lake Band of Ojibwe, and for other purposes, having
considered the same, reports favorably thereon with amendments
and recommends that the bill, as amended, do pass.
PURPOSE
The purpose of S. 616 is to amend the Leech Lake Band of
Ojibwe Restoration Act (Restoration Act) 1 to provide for the trans-
fer of additional Forest Service land located in the Chippewa Na-
tional Forest in Cass County, Minnesota, to the Secretary of the In-
terior for the benefit of the Leech Lake Band of Ojibwe Indians and
for other related purposes.
BACKGROUND
The Leech Lake Band of Ojibwe Indians is a federally-recognized
Indian Tribe in Minnesota whose original reservation was estab-
lished through treaties and executive orders.2 The original reserva-
