Mr. WESTERMAN, from the Committee on Natural Resources,
submitted the following
REPORT

The Committee on Natural Resources, to whom was referred the
bill (H.R. 4094) to amend the Central Utah Project Completion Act
to authorize expenditures for the conduct of certain water conserva-
tion measures in the Great Salt Lake basin, and for other pur-
poses, having considered the same, reports favorably thereon with-
out amendment and recommends that the bill do pass.
PURPOSE OF THE LEGISLATION
The purpose of H.R. 4094 is to amend the Central Utah Project
Completion Act to authorize expenditures for the conduct of certain
water conservation measures in the Great Salt Lake basin, and for
other purposes.
BACKGROUND AND NEED FOR LEGISLATION
The Central Utah Project (CUP) was authorized in 1956 as a
participating project of the Colorado River Storage Project (CRSP).1
CRSP allowed for comprehensive development of the water re-
sources of the Upper Basin states (Colorado, New Mexico, Utah,
and Wyoming) by providing for long-term regulatory storage of
water for purposes including, regulating the Colorado River, storing
water for beneficial use, allowing Upper Basin States to utilize
their Colorado River Compact apportionments, providing for the
143 U.S.C. 620.
