The Committee on Natural Resources, to whom was referred the
bill (H.R. 5441) to reauthorize Long Island Sound programs, and
for other purposes, having considered the same, reports favorably
thereon without amendment and recommends that the bill do pass.
PURPOSE OF THE LEGISLATION
The purpose of H.R. 5441 is to reauthorize Long Island Sound
programs, and for other purposes.
BACKGROUND AND NEED FOR LEGISLATION
H.R. 5441 reauthorizes the Environmental Protection Agency's
(EPA) Long Island Sound Study (LISS) and its associated grant
programs, which collectively make up the Long Island Sound Pro-
gram. In 1985, the LISS was created to bring together state and
federal officials along with the states of Connecticut and New York
to undertake efforts to restore and protect Long Island Sound.
Later, in 1987, the Long Island Sound was added to the EPA's Na-
tional Estuary Program (NEP). The Long Island Sound Program
establishes working groups to share information and best practices,
and provides grants to protect and restore the Long Island Sound.
These efforts are critical to protecting a resource that generates
$9.4 billion annually. Additionally, more than 9 million people live
in the Long Island Sound watershed, which extends to the border
with Canada. Reauthorizing this program will allow for these vital
efforts to continue to protect a critical resource in the northeast.
