                   STREAMLINING ENERGY EFFICIENCY FOR SCHOOLS ACT

                     Ms. MURKOWSKI, from the Committee on Energy and Natural
                                 Resources, submitted the following

                                         REPORT

                                         [To accompany S. 253]
                            [Including cost estimate of the Congressional Budget Office]
                    The Committee on Energy and Natural Resources, to which was
                  referred the bill (S. 253) to coordinate the provision of energy retro-
                  fitting assistance to schools, having considered the same, reports
                  favorably thereon with amendments and recommends that the bill,
                  as amended, do pass.
                                           AMENDMENTS
                    The amendments are as follows:
                    On page 3, line 18, strike Affairs and insert Education.
                    On page 3, line 21, strike schools and insert schools, and iden-
                  tify programs that are duplicative.
                                             PURPOSE
                    The purpose of S. 253 is to coordinate the provision of energy ret-
                  rofitting assistance to schools.
                                       BACKGROUND AND NEED
                    While K-12 school districts typically spend billions of dollars an-
                  nually on their energy bills, and there are a variety of existing Fed-
                  eral programs to help reduce those costs, it is difficult for school
                  administrators to navigate all of their options. S. 253 seeks to im-
                  prove the effectiveness and awareness of Federal energy efficiency
                  programs for schools by providing a coordinating structure to help
                  school officials better utilize available Federal energy programs and
                  financing options.
