                   The  Committee on Energy and Natural Resources, to which was
                   referred the bill (S. 90) to survey the gradient boundary along the
                   Red River in the States of Oklahoma and Texas, and for other pur-
                   poses, having considered the same, reports favorably thereon with-
                   out amendment and recommends that the bill do pass.
                                           PURPOSE
                   The  purpose of S. 90 is to survey the gradient boundary along
                   the Red River in the States of Oklahoma and Texas.
                                     BACKGROUND  AND NEED
                   There is a 116-mile stretch of land along the Texas-Oklahoma
                   border that is in disputed ownership. Under the Louisiana Pur-
                   chase in 1803, the United States bought land from France that in-
                   cluded the riverbed of the Red River. Subsequent treaties between
                   the United States and Spain, Mexico, and the Republic of Texas
                   confirmed that the boundary between Texas and Oklahoma was
                   the Red River's south bank.
                   In 1867, the U.S. signed a treaty with the Kiowa, Comanche, and
                   Apache Tribes that designated a reservation north of the middle
                   of the main channel of the Red River between the 98th Meridian
                     89-010
