The Committee on Natural Resources, to whom was referred the
bill (H.R. 3608) to amend the Endangered Species Act of 1973 to
require publication on the Internet of the basis for determinations
that species are endangered species or threatened species, and for
other purposes, having considered the same, report favorably there-
on without amendment and recommend that the bill do pass.
PURPOSE OF THE BILL
The purpose of H.R. 3608 is to amend the Endangered Species
Act of 1973 to require publication on the Internet of the basis for
determinations that species are endangered species or threatened
species.
BACKGROUND AND NEED FOR LEGISLATION
The Endangered Species Act
The Endangered Species Act of 1973 (ESA, 16 U.S.C. 1531 et
seq.) sets out the broad goal of conserving and recovering species
facing extinction. The law authorizes federal agencies to identify
imperiled species and list them as either threatened or endangered,
