                    TITLE 49, UNITED STATES CODE, TO EXTEND AUTHORIZATIONS FOR
                    THE AIRPORT IMPROVEMENT PROGRAM, TO AMEND THE INTERNAL
                    REVENUE CODE OF 1986 TO EXTEND THE FUNDING AND EXPENDITURE
                    AUTHORITY OF THE AIRPORT AND AIRWAY TRUST FUND, TO PROVIDE
                    DISASTER TAX RELIEF, AND FOR OTHER PURPOSES, AND PROVIDING
                    FOR CONSIDERATION OF MOTIONS TO SUSPEND THE RULES

                             Mr. SESSIONS, from the Committee on Rules,
                                      submitted the following


                                         REPORT

                                       [To accompany H. Res. 538]
                    The Committee on Rules, having had under consideration House
                  Resolution 538, by a record vote of 7 to 3, report the same to the
                  House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                    The resolution provides for consideration of H.R. 3823, the Dis-
                    aster Tax Relief and Airport and Airway Extension Act of 2017,
                  under a closed rule. The resolution provides one hour of debate
                  with 40 minutes equally divided and controlled by the chair and
                  ranking minority member of the Committee on Ways and Means,
                  and 20 minutes equally divided and controlled by the chair and
                  ranking minority member of the Committee on Financial Services.
                  The resolution waives all points of order against consideration of
                  the bill and provides that the bill shall not be subject to a question
                  of consideration. The resolution provides that the amendment
                  printed in this report shall be considered as adopted and the bill,
                  as amended, shall be considered as read. The resolution waives all
                  points of order against provisions in the bill, as amended. The reso-
                  lution provides one motion to recommit with or without instruc-
                  tions.
                    Section 2 of the resolution provides that it shall be in order at
                    any time on the legislative day of September 28, 2017, for the
                    Speaker to entertain motions that the House suspend the rules as
                  though under clause 1 of rule XV, and that the Speaker or his des-
                  ignee shall consult with the Minority Leader or her designee on the
