RELATIONSHIP BETWEEN EMPLOYEES AND CON-
              TRACTORS ON PUBLIC WORKS

Mr. WA-LSH, from the Committee on Education and Labor, submitted'
                          the following

                          REPORT
                 [Pursuant to S. Res. 228, 73d Cong.]

  P~ursuant to-Senate Resolution 228, as amended (introduced jointly
by Senators Walsh and Davi&), the chairman appointed a suibcom-
mittee of the Committee on Education and 'Labor, United States
Senate, which conducted public hearings to investigate the relation-i
ship, between. employees and contractors on public works. The sub-
committee consisted of the following: Senat~rs Walsh,- chairman,
Cepeland, Murphy, Thomas , 'Walcott, 'and. Davis. The testimony
given at these hearings has been printed -as, parts 1 and 2 of  Hearl
ings before-a Subcommittee of the Committee on Education for Labor,.
United States Senate.' (Hearings of 73d Cong.1, 2d sess.),
  On June:8; 1934, two ,investigators were employed by the subcom-
mittee, and they promptly proceeded to make necessary contacts and
acoumulite,'informnation which- might reveal 'violations of law or im-
proper~ practice-s. Fr6m' time to time public hearings were conducted
and- testimony, of 100 witnesses (laborers and mechanics, representa-
tives of labor, contractors, and representatives of various Government
departments) was received with reference to -about 471 complaints of
alleged violation  of existing wage laws and other abuses in connection
with the- employment of 'laborers and mechanics on public works.
Private -hearings were held to hear cases from 'time to time thereafter.
  It became increasingly evident as test]imony was taken and facts-
were uncovered that employment conditions existing on Govern-
ment construction Work were in a deplorable state. -It was disclosed,
that unscrupulous contractors took full' advantage of the acute
unemployment situation to exploit labor and to deprive workmen of
the wages to which they were by law entitled. The workmen, realiz-
ing that employment was scarce, and, fearing to jeopardize the meager
