RELATIONSHIP BETWEEN EMPLOYEES AND CONTRAC-
                 TORS ON PUBLIC WORKS

Mr. WALSH, from the Committee on Education and Labor, submitted
                         the following

              SUPPLEMENTARY REPORT
                 [Pursuant to S. Res. 228, 73d Cong.]

  On March 13 (calendar day, Mar. 15), 1935, the Committee on
Education and Labor, pursuant to Senate Resolution 228, as amended,
submitted a preliminary report of its investigation and on May 13
(calendar day, July 22), 1935, it submitted a report outlining results
and proposing certain recommendations.
  The committee now respectfully submits a supplementary report
containing -a detailed enumeration of certain typical cases coming to
its attention, discussion of the economic and social effects thereof,
together with additional proposals, suggestions, and recommendations.
  Legislation to carry out the recommendations of the previous report
has been passed or is pending in the Congress and it is hoped that
such legislation will prove to be curative of the more glaring defects
and omissions of legislative and administrative rulings, relating to the
fixing or the enforcing of prevailing wage scales and other abuses
enumerated.
               FACTUAL BASIS FOR INVESTIGATION
  In view of the growing intensity of rumors and reports reaching
Members of the Senate and the Committee.on Education and Labor,
and in view of specific data that were laid before this committee by
Mr. John Locher, executive secretary of the Washington Building
Trades Council, a resolution was introduced in the Senate, by Senators
Walsh and Davis, known as Senate Resolution 228, broad -ened and
extended May 8, 1934, authorizing an investigation by a Subcommittee
of Education and Labor into the relationships existing between con-
tractors and their employees engaged in the construction of any public
building, public work, or building or work in the United States financed
in whole or in part by loans or grants from the United States or in
the repair thereof.
