                                   H.R. 3906
Innovative Stormwater Infrastructure Act of 2018

As passed by the House of Representatives on July 16, 2018

H.R. 3906 would require the Environmental Protection Agency (EPA) to convene a task
force to study how to improve the availability of public and private funds for stormwater
infrastructure. Within 18 months of enactment, the task force would be required to submit
a report of its findings and recommendations to the Congress.

Using information from EPA, CBO estimates that carrying out the bill's requirements
would cost less than $500,000 over the next five years, and that, instead of creating a new
task force, EPA would use the existing Environmental Financial Advisory Board to
develop recommendations. (That board consists of up to 35 members from government,
nonprofit, and private-sector organizations with expertise in a variety of areas, including
financing and funding stormwater infrastructure.) CBO estimates that EPA would spent
about $450,000 over the 2019-2020 period to provide administrative support to the board,
to complete the study, and to submit findings to the Congress.

Enacting H.R. 3906 would not affect direct spending or revenues; therefore, pay-as-you-
 go procedures do not apply.

CBO estimates that enacting H.R. 3906 would not increase net direct spending or on-
budget deficits in any of the four consecutive 10-year periods beginning in 2029.

H.R. 3906 contains no intergovernmental or private-sector mandates as defined in the
 Unfunded Mandates Reform Act.

The CBO staff contact for this estimate is Jon Sperl. The estimate was reviewed by
 H. Samuel Papenfuss, Deputy Assistant Director for Budget Analysis.
