Divisions A-C of Rules Committee Print 115-71 (RCP 115-71), the Energy and Water, Legislative Branch, and Military Construction and Veterans
Affairs Appropriations Act, 2019, contain the text of three of the twelve annual appropriations bills for fiscal year 2019, and are substantively identical to
the following bills reported in the House of Representatives: H.R. 5985 (Energy and Water); H.R. 5894 (Legislative Branch); H.R. 5786 (Military
Construction, VA).

a. In fiscal year 2019, most discretionary budget authority is subject to limits as described in the Budget Control Act of 2011 (P.L. 112-25), as amended
   by the Bipartisan Budget Act of 2018 (P.L. 115-123). For fiscal year 2019 those limits total $1,244,000 million-$647,000 million for defense
   programs (statutorily referred to as the revised security category) and $597,000 million for nondefense programs (statutorily referred to as the
   revised nonsecurity category). The authority to determine whether funding provided for fiscal year 2019 exceeds those caps-that is, whether a
   sequestration is required-and if so, how to make the necessary reductions in budget authority rests with the Office of Management and Budget.

 b. Designated pursuant to section 251(b)(2) of the Deficit Control Act; the spending limits for fiscal year 2019 would be adjusted to accommodate these
   amounts.
