H.R. 362 would amend the Department of Energy Organization Act to add energy
emergency and energy security functions to the duties assigned by the Secretary to assistant
secretaries in the Department of Energy (DOE). Those assistant secretaries also would
provide energy security-related technical support and response assistance to state, local, and
tribal governments.

Using information from DOE, CBO estimates that implementing H.R. 362 would not affect
the federal budget because the bill would not affect the scope or cost of DOE's activities
related to energy emergencies or security.
