Those assistant secretaries also would provide energy security-related technical support and response assistance to state, local, and tribal governments. Using information from DOE, CBO estimates that implementing H.R. 362 would not affect the federal budget because the bill would not affect the scope or cost of DOE's activities related to energy emergencies or security.
