                                  S. 1766
         Sexual Assault Forensic Evidence Reporting Act of 2017

     As reported by the Senate Committee on the Judiciary on September 28, 2017


The Department of Justice (DOJ) makes grants to state and local governments to assist
with the collection and analysis of DNA samples taken from crime scenes. S. 1766 would
make several changes to current law mostly affecting the allocation and permitted use of
such grants. Appropriations for the grants are authorized through 2019 and those changes
would not affect those authorized amounts; therefore, CBO estimates that implementing
the bill would not affect federal spending.

Because enacting S. 1766 would not affect direct spending or revenues, pay-as-you-go
procedures do not apply. CBO estimates that enacting S. 1766 would not increase net
direct spending or on-budget deficits in any of the four consecutive 10-year periods
beginning in 2028.

S. 1766 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act.
