handle is hein.congrec/cbo3781 and id is 1 raw text is: CONGRESSIONAL BUDGET OFFICE COST ESTIMATE September 18, 2017 H.R. 2142 INTERDICT Act As ordered reported by the House Committee on Homeland Security on September 7, 2017 H.R. 2142 would authorize the appropriation of $9 million for the Customs and Border Protection (CBP) agency in the Department of Homeland Security to help prevent the importation of certain illegal drugs including fentanyl. Those funds would be used to purchase and use chemical screening devices at points of entry into the United States, to support additional CBP personnel who operate such devices, and for staff to interpret the data collected. The bill does not specify a time period for the authorization so CBO assumes the funds would be appropriated in 2018. Based on spending patterns for similar activities, CBO estimates that implementing the legislation would cost $9 million over the 2018-2019 period. Enacting H.R. 2142 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 2142 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028. H.R. 2142 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
