handle is hein.congrec/cbo3767 and id is 1 raw text is: CONGRESSIONAL BUDGET OFFICE COST ESTIMATE August 29, 2017 S. 1038 A bill to require the Administrator of the Small Business Administration to submit to Congress a report on the utilization of small businesses with respect to certain Federal contracts As reported by the Senate Committee on Small Business and Entrepreneurship on August 2, 2017 S. 1038 would require the Small Business Administration (SBA) to develop a report on small business participation in multiple award contracts with federal agencies and determine whether current performance requirements for those contracts are feasible and appropriate for small businesses. Based on information from the SBA, CBO estimates that implementing the bill would cost less than $500,000 for the agency to analyze information about multiple award contracts. Enacting S. 1038 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting S. 1038 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028. S. 1038 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
