               Elder Abuse Prevention and Prosecution Act

     As reported by the Senate Committee on the Judiciary on September 20, 2016


SUMMARY

CBO estimates that, assuming appropriation of the necessary amounts, implementing
S. 3270 would cost $21 million over the 2017-2021 period for programs in the Department
of Justice (DOJ) and the Department of Health and Human Services (HHS) to combat
abuse of the elderly.

Enacting the bill could affect revenues and associated direct spending; therefore,
pay-as-you-go procedures apply. However, we estimate that any such effects would be
insignificant in any year and over the 2017-2026 period.

CBO estimates that enacting S. 3270 would not increase net direct spending or on-budget
deficits in any of the four consecutive 10-year periods beginning in 2027.

S. 3270 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA) and would impose no costs on state, local, or
tribal governments.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary impact of S. 3270 is shown in the following table. The costs of
this legislation fall within budget functions 500 (education, training, employment, and
social services) and 750 (administration of justice).
