                             ADVISE Now Act

    As ordered reported by the House Committee on Science, Space, and Technology
                             on September 21, 2016


H.R. 5829 would require the Environmental Protection Agency (EPA) and its Science
Advisory Board to establish a standing committee related to agriculture within 30 days of
enactment of the bill. Because EPA recently created such a committee and completed
selection of its membership, CBO estimates that implementing the bill would not affect the
budget.

Enacting H.R. 5829 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.

CBO estimates that enacting H.R. 5829 would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

H.R. 5829 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
