 depicting the seal of the District of Columbia and install the panel among
 the stained glass panels depicting the seals of states which overlook the
    Main Reading Room of the Library of Congress Thomas Jefferson
                                  Building

                               on April 20, 2016


The Thomas Jefferson Building's Main Reading Room (part of the Library of Congress
system) contains stained glass depictions of the seals of most U.S. states. H.R. 423 1
would direct the Librarian of Congress to add a stained glass panel depicting the seal of
the District of Columbia. On the basis of information from the Architect of the Capitol,
CBO estimates that implementing the legislation would cost less than $50,000; such
spending would be subject to the availability of appropriated funds.

Pay-as-you-go procedures do not apply because enacting the legislation would not affect
direct spending or revenues. CBO estimates that enacting H.R. 4231 would not increase
net direct spending or on-budget deficits in any of the four consecutive 10-year periods
beginning in 2027.

H.R. 4231 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
