                 Fusion  Center  Enhancement Act of 2015

         As ordered reported by the House Committee on Homeland Security
                             on September 30, 2015


H.R. 3598 would modify current laws relating to fusion centers, which are supported by the
Department of Homeland Security (DHS); those centers facilitate information sharing
among federal, state, and local authorities. Many of the bill's provisions would aim to
improve communication between DHS and state and local entities. Because the department
is currently carrying out activities similar to those required by the bill, CBO estimates that
implementing H.R. 3598 would not have a significant effect on spending by DHS.
Enacting the legislation would not affect direct spending or revenues; therefore,
pay-as-you-go procedures do not apply.

CBO  estimates that enacting H.R. 3598 would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2026.

H.R. 3598 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act.
