                                on May 20, 2015


S. 1040 would direct the Consumer Product Safety Commission (CPSC) to study
standards for recreational off-highway vehicles (ROVs) that are specified in a proposed
rule issued by the CPSC in 2014. The bill would prohibit CPSC from adopting any
requirements on the performance or configuration of ROVs-including those in the
proposed rule related to lateral stability, vehicle handling, occupant protection, and
consumer information-until after completion of the study. Based on information from
the agency, CBO estimates that the study would cost about $1 million, assuming
appropriation of the necessary amounts. Enacting the legislation would not affect direct
spending or revenues; therefore, pay-as-you-go procedures do not apply.

S. 1040 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform  Act and would not affect the budgets of state, local, or tribal
governments.
