handle is hein.congrec/cbo2430 and id is 1 raw text is: CONGRESSIONAL BUDGET OFFICE COST ESTIMATE July 9, 2015 S. 1040 ROV In-Depth Examination Act of 2015 As ordered reported by the Senate Committee on Commerce, Science, and Transportation on May 20, 2015 S. 1040 would direct the Consumer Product Safety Commission (CPSC) to study standards for recreational off-highway vehicles (ROVs) that are specified in a proposed rule issued by the CPSC in 2014. The bill would prohibit CPSC from adopting any requirements on the performance or configuration of ROVs-including those in the proposed rule related to lateral stability, vehicle handling, occupant protection, and consumer information-until after completion of the study. Based on information from the agency, CBO estimates that the study would cost about $1 million, assuming appropriation of the necessary amounts. Enacting the legislation would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. S. 1040 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
