SUMMARY

H.R. 2394 would authorize the appropriation of $3 million a year through 2018 to support
the National Forest Foundation. The foundation is a nonprofit corporation established by
federal law that awards grants to maintain recreational resources, such as trails, and to
restore watersheds, wildlife habitats, and plant species within national forests and
grasslands. The foundation also carries out activities to educate individuals about the
National Forest System.

Assuming  appropriation of the authorized amounts, CBO estimates that implementing the
legislation would cost $9 million over the 2016-2018 period. Because enacting H.R. 2394
would not affect direct spending or revenues, pay-as-you-go procedures do not apply.

H.R. 2394 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform  Act (UMRA)  and would not affect the budgets of state,
local, or tribal governments.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of H.R. 2394 is shown in the following table. The costs of
this legislation fall within budget function 300 (natural resources and environment).

For this estimate, CBO assumes that the bill will be enacted in 2015 and that the
authorized amounts will be appropriated for each fiscal year. Estimated outlays are based
on historical spending patterns for grants to the National Forest Foundation.
