H.R. 4315
21st Century Endangered Species Transparency Act
As ordered reported by the House Committee on Natural Resources on April 30, 2014
H.R. 4315 would require the Secretaries of the Interior and Commerce to make publicly
available on the Internet data used as the basis for each listing determination under the
Endangered Species Act. Based on information regarding the cost of providing documents
on public websites, CBO estimates that implementing the legislation would have a
negligible effect on the federal budget. Enacting H.R. 4315 would not affect direct
spending or revenues; therefore, pay-as-you-go procedures do not apply.
H.R. 4315 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
The CBO staff contact for this estimate is Jeff LaFave. The estimate was approved by
Theresa Gullo, Deputy Assistant Director for Budget Analysis.
