/1/ Title XXI of the Social Security Act authorizes CHIP through September 2015. Consistent with statutory guidelines, CBO assumes in its baseline spending
projections that funding for the program in later years will continue at $5.7 billion. The total Budget Authority reflected in this line is the sum of the 'New Budget
Authority' and 'Other Grant Funding' line items shown in the Detail on Federal CHIP Funding memo section.
/2/ These figures represent the total number of individuals enrolled in CHIP at any point during the fiscal year. Some beneficiaries are enrolled for only part of the
year; enrollment on an average monthly basis would be about 60 percent of these figures. These figures include enrollment in the 50 states and the District of
Columbia, but do not include enrollment in the U.S. territories. Beginning in 2016, the 23-percentage-point increase in the Federal Medical Assistance Percentage for
CHIP results in quicker spending of the allotments due to a higher federal cost per beneficiary.
/3/ Average Federal Spending on Benefit Payments per Child Enrollee reflects a 23-percentage-point increase in the Federal Medical Assistance Percentage,
beginning in fiscal year 2016 and continuing through 2019. This increase was established as part of the Affordable Care Act.
/4/ Funding for performance bonus payments comes from unobligated national allotments and unused redistribution funds. The Children's Health Insurance Program
Reauthorization Act of 2009 included a one-time allotment of $3.225 billion. Funding for performance bonuses cannot be used for CHIP medical services. No
payments for performance bonuses can be made after 2013.
