This Congressional Budget Office (CBO) paper describes the various methods that CBO uses to
produce the 10-year projections of federal revenues that form part of its budget baseline. The paper
discusses the models and methods used to project different types of revenues, such as those from
individual and corporate income taxes, social insurance taxes, and excise taxes.

Mark Booth of CBO's Tax Analysis Division wrote the paper under the direction of Thomas
Woodward. Arlene Holen, Preston Miller, John Sturrock, David Weiner, and Roberton Williams of
CBO provided helpful comments.
Christian Spoor edited the manuscript, and Leah Mazade proofread it. Simone Thomas prepared the
paper for publication, and Annette Kalicki prepared the electronic versions for CBO's Web site.
