                                           WITNESS
                  HON. MICHAEL  E. HOROWITZ, INSPECTOR  GENERAL, U.S. DEPART-
                  MENT  OF JUSTICE
                  Mr.  ROGERS. Good morning.
                  The   subcommittee will come to order, the first hearing for the
                  Commerce, Justice, Science, and Related Agencies Subcommittee of
                  the 118th Congress. It is my honor to serve as chairman of this im-
                  portant subcommittee once again.
                    I first came on this subcommittee in 1983 and soon thereafter be-
                  came the ranking member and then the chairman and back to the
                  ranking member. So I have been all over the board. But I love this
                  subcommittee, and I like the jurisdiction that it covers within the
                  government.
                  We   have got a few new members of the subcommittee, including
                  Representative Tony Gonzales, Representative Andrew Clyde, and
                  Representative Jake Ellzey on this side of the aisle, and Joe
                  Morelle across the aisle.
                    So we welcome all of you new members and returning members,
                  including Representatives Aderholt and Judge Carter-he is re-
                  turning to the subcommittee after an absence of several years-and
                  Representatives Cline and Garcia, as well as Meng, Ruppersberger,
                  and Trone.
                  We   are fortunate to have Representative Matt Cartwright serv-
                  ing as the ranking member. As you know, he chaired this sub-
                  committee for 4 years, and we will benefit from his input and expe-
                  rience as we move forward this year.
                  We   will follow the 5-minute rule for questions. Of course, I don't
                  plan on cutting anyone off mid-sentence, but will do so shortly
                  thereafter.
                  We   will recognize members in order of seniority based on who is
                  present at the beginning of the hearing, going back and forth be-
                  tween our two sides. For latecomers, I will recognize you in order
                  that you arrive, continuing to go back and forth between the sides.
                  While  I am sure that we will not always agree on the issues com-
                  ing before the subcommittee, all members and witnesses will be
                  heard and respected.
