                   Senator FEINSTEIN. The Subcommittee on Energy and Water De-
                 velopment will come to order.
                   Today's hearing is going to review the National Nuclear Security
                 Administration's fiscal year 2023 budget request.
                   So thank you, Administrator Hruby and your colleagues for join-
                 ing us today.
                   The budget request for NNSA (National Nuclear Security Admin-
                 istration) totals $21.4 billion. That's a $754.4 million or a 3.6 per-
                 cent increase over fiscal year 2022. I can say it's an all-time high
                 once again.
                   The Defense Nuclear Nonproliferation Programs, which success-
                 fully reduce nuclear dangers, are essentially held flat. For such ac-
                 complished programs, I would expect to see some greater invest-
                 ment  but just a few key nonproliferation achievements include the
                 elimination of over 7,230 kilograms of weapons-usable nuclear ma-
                 terial from 48 countries, deployment of 930 counter-nuclear smug-
                 gling systems across 79 countries, and compilation of the 238 Ce-
                 sium Irradiator Replacement Project, their removals from U.S. hos-
                 pitals and universities.
