                   The  subcommittee met at 2:06 p.m. in room SD-430, Dirksen
                   Senate Office Building, Hon. Lamar Alexander (chairman) pre-
                   siding.
                   Present: Senators Alexander, Murkowski, and Feinstein.

                         OPENING STATEMENT OF SENATOR LAMAR ALEXANDER
                    Senator ALEXANDER. The Subcommittee on  Energy and Water
                  Development, please come to order.
                  Today's  hearing will review the Administration's fiscal year 2019
                  budget request for the U.S. Nuclear Regulatory Commission. This
                  is the third of the Subcommittee's three budget hearings this year.
                    Over the past 2 weeks we've heard from the Department of En-
                  ergy, the Army Corps of Engineers and the Bureau of Reclamation
                  about their funding requests.
                    Senator Feinstein and I will each have an opening statement. I'll
                  then recognize each Senator for up to 5 minutes for an opening
                  statement, alternating between the majority and minority, in the
                  order in which they arrive.
                  We'll then turn to Chairman Svinicki to present testimony on be-
                  half of the Nuclear Regulatory Commission.
                  At  the conclusion of the Chairman's testimony, I will then recog-
                  nize Senators for 5 minutes of questions each.
                    Senator Feinstein has to be at another Committee meeting at
                  3:30, so we will adjourn by then, so that we stay on schedule.
                  First, I would like to thank our witnesses for being here today
                  and also Senator Feinstein, who is a joy to work with on the appro-
                  priations process.
                    I'm very pleased with the fiscal year 2018 Energy and Water Ap-
                  propriations bill, which highlighted our priorities. That bill pro-
                  vided a record level of funding for the Office of Science and the
                  Corps of Engineers, supported supercomputing, maintained the Na-
