                  STATEMENT  OF HON. DR. REGINALD BROTHERS, UNDER  SECRETARY
                      FOR SCIENCE AND TECHNOLOGY
                           OPENING STATEMENT OF SENATOR JOHN HOEVEN
                    Senator HOEVEN. The subcommittee will come to order. Good
                  afternoon to all of you.
                    I would like to welcome our ranking member, Senator Shaheen.
                  Thank you for being here and joining us.
                  Also, Senator Tester, thank you for joining us as well.
                    Senator Cochran will be joining us in a bit, and there may be
                  some other members of the subcommittee that will be joining us as
                  well.
                    I want to thank and welcome all of our witnesses today. Thank
                  you very much for your work, and thank you for being here today,
                  Dr. Reggie Brothers, Under Secretary for Science and Technology;
                  Dr. Kathryn Brinsfield, Director of the Office of Health Affairs; and
                  also Dr. Huban Gowadia-I hope I said that right; if not, correct
                  me-Director of the Domestic Nuclear Detection Office (DNDO). So
                  thanks to all of you for being here and for your work.
                  We   have called this hearing to examine research and develop-
                  ment (R&D) efforts performed at the Department of Homeland Se-
                  curity (DHS). By the Department's own definition, the fiscal year
                  2017 request for DHS includes $636 million in R&D funding. How-
                  ever, a number of congressional priorities have not been identified
                  as R&D, such as $133 million in Science and Technology (S&T) lab-
                  oratory facilities, so that is one thing we will want to talk about.
                  As  we  seek to examine the effectiveness of R&D efforts, it is im-
                  portant to understand the level of resources being applied, what is
                  considered operating, what is considered R&D. So we hope DHS
