                   The subcommittee met at 2:05 p.m., in room SD-124, Dirksen
                 Senate Office Building, Hon. Jerry Moran (chairman) presiding.
                   Present: Senators Moran, Blunt, Cochran, Hoeven,  Daines,
                 Merkley, Tester, Udall, and Baldwin.

                          OPENING STATEMENT OF SENATOR JERRY MORAN
                   Senator MORAN. I call this Committee hearing together, and we
                 appreciate the Secretary joining us once again.
                   As you would expect, the purpose of our hearing is to examine
                 the Administration's fiscal year 2017 budget request.
                   In addition to Secretary Vilsack, we welcome Dr. Johansson.
                 Thank you very much for joining us last week in a discussion about
                 agricultural economics.
                   Mr. Young, thank you very much for your presence today.
                   Agriculture supports 16 million jobs nationwide. It is certainly
                 the backbone of my State, my community and States and commu-
                 nities across the country. We also know, unfortunately, as Dr.
                 Johansson indicated to us last week, farmers are facing a dramatic
                 reduction in commodity prices and falling revenues. We know the
                 facts indicate that from 2013 through 2015, net farm income fell
                 54 percent.
                   In these times, it is critical that our Nation's safety net for farm-
                 ers and ranchers perform well and allow them to continue to grow
                 and raise the safest, most affordable and abundant food supply in
                 the world.
                   As I indicated in our conversation with the agriculture (ag)
                 economists, in the absence of doing that, they will not be around
