OPENING STATEMENT OF SENATOR RICHARD J. DURBIN
Senator DURBIN. The subcommittee meets this morning to re-
ceive testimony on the fiscal year 2014 budget request for the U.S.
Air Force. I'm pleased to welcome the Secretary of the Air Force,
the Honorable Michael Donley, and the Chief of Staff of the Air
Force, General Mark Welsh.
Gentlemen, thank you for being here.
Secretary Donley, I understand you recently announced you'll be
retiring this summer after 5 years as Secretary and 30 years of
service in the national security community. You have a remarkable
record of service in the Air Force and to the country, and we will
be indebted to you for that service, so thank you so much.
For fiscal year 2014, the President's budget requests $144 billion
in base funding, of which $114 billion falls under the Department
of Air Force oversight. The request does not include amounts need-
ed in support of overseas contingency operations (OCO); however,
we expect that request to be delivered to Congress soon. Addition-
ally, this request does not reflect the implementation of the seques-
ter in a second year.
Unless agreement is reached on a deficit reduction plan that
eliminates the projected sequestration, the Department of Defense
(DOD) will have an additional $50 billion across-the-board reduc-
tion in fiscal year 2014. Yet the Air Force will be under tremendous
pressure to support current operations in the last year of active
military commitment in Afghanistan. This includes maintaining a
strong and stable presence in the Asia-Pacific regioning, and ensur-
