  CONGRESSIONAL ADVISORY COMMIION-ON BOXING

   Mr. DINGELL, from the Committee on Energy and Commerce,
                   submitted the following

                        REPORT

                     [To accompany H.R. 2498]
         [Including cost estimate of the Congressional Budget Office]
  The Committee on Energy and Commerce,  to whom was referred
the bill (H.R. 2498) to establish a Congressional Advisory Commis-
sion on Boxing, having considered the same, report favorably there-
on without amendment  and recommend that the bill do pass.
                    PURPOSE AND SUMMARY
  The purpose of this legislation is to establish a Congressional Ad-
visory Commission on Boxing, which would make legislative recom-
mendations to the Congress based on its studies undertaken with
respect to the establishment of minimum uniform Federal stand-
ards for professional boxing events held in the U.S. or broadcast or
otherwise transmitted in interstate commerce. The Commission
would have ten members  who would be appointed by the Speaker
of the House of Representatives and the Majority Leader of the
Senate.
                          HEARINGS
  The  Committee's Subcommittee  on Commerce,  Transportation
and Tourism held two days of hearings on the need for reforms in
the sport of boxing. On February 15, 1983, the Subcommittee heard
from Mr.  Howard Cosell, ABC Sports; Mr. Floyd Patterson, New
York State Athletic Commission, George Lundberg, M.D., Editor of
the Journal of the American Medical Association, Russel H. Patter-
son, M.D., representing the American Medical Association's Panel
on  Brain Injury and  Boxing; Lonnie Hammargren,   M.D.; Mr.
Robert Lee, Deputy Commissioner of the New Jersey State Athletic
