I. SUMMARY OF THE BaL
S. 1309 amends the Public Health Service Act (PHSA) and makes
additional provisions as follows:
(1) Provides specific statutory authority for the National Insti-
tutes of Health (NIH) as an agency of the Public Health Service.
(a) Establishes in statute twelve national research institutes as
agencies of the NIH, including two institutes (the National Insti-
