        HEALTH RESEARCH EXTENSION ACT OF 1985

         Mr. DINGELL, from the committee of conference,
                    submitted the following

                  CONFERENCE REPORT

                      [To accompany H.R. 2409]
  The committee of conference on the disagreeing votes of the two
Houses on the amendment of the Senate to the bill (H.R. 2409) to
amend the Public Health Service Act to revise and extend the au-
thorities under that act relating to the National Institutes of
Health and National Research Institutes, and for other purposes,
having met, after full and free conference, have agreed to recom-
mend and do recommend to their respective Houses as follows:
  That the House recede from its disagreement to the amendment
of the Senate and agree to the same with an amendment as fol-
lows:
  In lieu of the matter proposed to be inserted by the Senate
amendment insert the following:
SECTION L SHORT TITLE; REFERENCE TO ACT; AND TABLE OF CONTENTS.
  (a) SHORT TITLE.-This Act may be cited as the Health Research
Extension Act of 1985.
  (b) REFERENCE TO AcT.-Except as otherwise specifically provided,
whenever in this Act an amendment or repeal is expressed in terms
of an amendment to, or repeal of, a section or other provision, the
reference shall be considered tobe a reference to a section or other
provision of the Public Health Service Act.
  (c) TABLE OF CONTENTS. -
Sec. 1. Short title; reference to Act; and table of contents.
Sec. 2. Revision of title IV of the Public Health Service Act.
            TITLE IV-NATIONAL RESEARCH INSTITUTES
                PART A-NATIONAL INSTITUTES OF HEALTH
    Sec. 401. Organization of the National Institutes of Health.
