        HEALTH RESEARCH EXTENSION ACT OF 1983


 MAY 16, 1983.-Committed to the Committee of the Whole House on the State of the
                    Union and ordered to be printed


    Mr. DINGELL, from the Committee on Energy and Commerce,
                     submitted the following

                          REPORT

                          together with

     ADDITIONAL, MINORITY, AND DISSENTING VIEWS
                       [To accompany H.R. 2350]

          [Including cost estimate of the Congressional Budget Office]
   The Committee on Energy and Commerce, to whom was referred
 the bill (H.R. 2350) to amend the Public Health Service Act to
 revise and extend the authorities under that Act relating to the
 National Institutes of Health and the National Research Institutes,
 and for other purposes, having considered the same, report favor-
 ably thereon with amendments and recommend that the bill as
 amended do pass.
   The amendments (stated in terms of the page in line numbers of
 the introduced bill) are as follows:
   Page 6, line 16, strike out Public Welfare and insert in lieu
 thereof Human Resources.
   Page 27, beginning in line 8, strike out (iii) and all that follows
 through line 10 and insert in lieu thereof the following:
        (iii) may review any grant or cooperative agreement
     proposed to be made or entered into;
     Page 37, line 2, insert and before $3,000,000.
     Page 37, insert after line 4 the following:
        (10) For grants under section 453, there are authorized
      to be appropriated $17,000,000 for fiscal year 1984, $19,500,-
      000 for fiscal year 1985, and $22,000,000 for fiscal year 1986.
