      Mr. NATCHER, from the Committee on Appropriations,
                    submitted the following

                        REPORT

                     [To accompany H.R. 4560]
  The Committee on Appropriations submits the following report
in explanation of the accompanying bill making appropriations for
the Departments of Labor, Health and Human Services (except the
Food and Drug Administration, Indian Health Services, and the
Office of Consumer Affairs), and Education (except Indian educa-
tion and the Institute of Museum Services), Action, the Corporation
for Public Broadcasting, the Federal Mediation and Conciliation
Service, the Federal Mine Safety and Health Review Commission,
the National Commission on Libraries and Information Science,
the National Commission on Student Financial Assistance, the Na-
tional Labor Relations Board, the National Mediation Board, in-
cluding the National Railroad Adjustment Board, the Occupational
Safety and Health Review Commission, the President's Commission
on Ethical Problems in Medicine, the Railroad Retirement Board,
and the Soldiers' and Airmen's Home for the fiscal year ending
September 30, 1982 and for other purposes.
