In a pioneering litigation effort, members of Attorneys For
Animal Rights (AFAR) have filed suit on behalf of the Peninsula
Humane Society, the Humane Society of Santa Clara Valley,
and the Palo Alto Humane Society, naming the U.S. Veterans
Administration, Palo Alto Veterans Administration, Stanford
niversity, and the U.S. Department of Agriculture, as defen-
Fants.
The complaint alleges that the defendants have violated the
standards for animal care mandated by the federal Animal Wel-
fare Act (Act) and the regulations promulgated under that Act,
and seeks to compel the Secretary of Agriculture to investigate
and enforce the Act and regulations.

The facts, as stated in the complaint, are that on the evening
of March 24, 1983, a large white Samoyed dog, whose name we
later learned was Snowball, was found collapsed across the
threshold of a door in a research laboratory located in the Palo
Alto Veterans Administration Hospital, by a third year medical
student. Upon examination, Snowball appeared to be in shock,
having serious breathing problems, and infected wounds on all
four limbs. The ulceration of one wound was deep enough to
expose the underlying bone. The dog had a gaping wound in
his groin, from which the surgical sutures had separated, and
fluid was draining. Overall, he appeared to be in great pain and
in need of immediate veterinary care.            (more)
