AFAR ESTABLISHES NATIONAL
BOARD OF DIRECTORS

The National Board of Direc-
tors of AFAR held its first meet-
ing on September 1, 1982. The
members of the newly formed
Board are: Prof. David Favre,
Detroit, MI; Laurence Kessenick,
Esq., San Francisco, CA; Arthur
Margolis, Esq., Los Angeles, CA;
Jolene Marion, Esq., New York
City, N.Y.; Nancy Ober, Esq.,
San FranciscotCAt Marcelle
Philpott-Bryant, Esq., Santa
Monica, CA; Laurens Silver, Esq.,
San Francisco, CA; and Steven
Wise, Esq., Brighton, Mass.
Joyce Tischler, Esq., has
been elected to serve as Execu-
tive Director of the organization.
FIRST ANNUAL ATTORNEYS FOR
ANIMAL RIGHTS CONFERENCE
SCHEDULED FOR APRIL 9 - 10
The First Annual AFAR Confer-
ence will be held at the Fort
Mason Conference Center, over-
looking the Golden Gate Bridge,
San Francisco, CA, on Saturday,
April 9 and Sunday, April 10,1983.
The two-day conference will
include workshops on Protection
of Wildlife, Estate Planning And
Animals, Exploitation of Animals
For Food and Research, Landlord-
Tenant Issues, and other subjects.
Full details will be mailed to
all members and supporters of
AFAR in the coming months.

CALIFORNIA ENDANGERED SPECIES
ACT STILL IN DANGER
AFAR has filed a second
amicus curiae brief in support
of the State Attorney General's
position in two related lawsuits,
that the California Endangered
Species Act is NOT preempted by
the Federal Endangered Species
Act. The California Act lists
several species, including the
kangaroo, African elephant, and
python, that the Federal law does
not. Importers of the products
of these animals have repeatedly
challenged the California law as
being unconstitutional.
The AFAR brief argues that
Congress clearly expressed its
intent that the states be allowed
to enact laws giving greater
protections to endangered species
than that provided under the
Federal legislation.
The appeal was heard by the
U.S. Court of Appeals, Ninth
Circuit, and a decision is
forthcoming.
COALITION TO ABOLISH LD50
TOXICITY TEST NEEDS HELP
LD50 is the dose of a drug
administered to laboratory animals
sufficient to kill 50% of them.
In October, the Pharmaceutical
Manufacturers Association stated
that most drug safety evaluations
can be conducted without the LD50
test. AFAR will work with the
Coalition, headed by Henry Spira
(N.Y.C.) to end the use of LD50.
